Study Reports

The purpose of a study is to provide:

  • detailed, reliable, carefully researched information
  • to help LWV members and citizens reach their own conclusions about issues.

How is a study chosen?

    • Issues chosen for concentrated study must
      • fall within League principles
      • be ones on which government action can be taken
    • Before a statewide Convention, LWV members propose ideas for state studies
    • These are sent to the LWVOREF Board of Trustees.

The Board

    • considers the proposals
    • recommends one or more studies and
    • presents these to the delegates at the state Convention.
  • Items not recommended by the Board can also be considered.
  • Final decisions on state studies (program) are made by a vote of the Convention delegates.

How is the study done?

The Board of Trustees recruits a study committee and appoints a committee chair.
The study committee

  • gathers information through reading, interviews, tours, and speakers.
  • analyzes the information
  • clarifies issues
  • identifies problems
  • presents all sides of the issue to other LWV members
  • writes a study report

What happens to the information after the study?

  • A balanced, educational study report is published and shared with the public.
  • Members read and discuss the report.
  • If member agreement or consensus is reached about the issue, the LWV can develop positions on the issue, which then may be used for action. For more information, see How we reach our positions.
